Rei met him on her way to Olivine City just after winning the Fog Badge and was immediately entranced by his beauty and free-spirit. They stared for a while, then he fled. Later, when Rei met up with Eusine and Morty again, Raikou appeared and Eusine tried to battle and catch it, saying it was second to Suicune. Rei told him to treat it like a regular pokemon and not a trophy, and the next thing they knew, Raikou ran up to her and nuzzled her cheek, apparently sensing a real love for pokemon.
