Galaxia is the thing of legends, and his lightning powers are to be feared. He only appears to those who have proved themselves worthy in strength and mind and is a firm believer of what is just.
How he met Meta is not clear, but it is said that Garlude summoned him at a heavy cost to protect Meta as the two defended themselves against a wild beast. Galaxia tested Garlude, and she passed that test, but it would ultimately be Meta whom the beast would swear loyalty to. Not that Garlude cares - she knew this would happen and preferred it from the start.
