Seth found Charley on a rainy day, huddling under a bush. The little guy had either been abandoned from his home or left on his own, most likely because of his clone nature. Seth took him in and raised him, letting him know that although he was different, he was unique in his own way and there was nothing wrong with him.
No, Charley isn't emo or BAW about his nature at all; when he was small, he didn't understand why he was different, but as he has grown up he carries his clone nature with pride and refuses to let anyone else tell him he can't be strong or 'do things like normal Charmander'.
